The Account Manager is responsible for carrying out core accounting functions for the Accounting and Finance Department in the Financial Services Division of the primary government.

This position serves under the direction of the Executive Director of Finance of the Financial Services Division. It requires the ability to interface with various members of the Division, tribal leadership, the accounting team, and all operational division of the primary government. The successful candidate must possess the ability to work and maintain the highest degree of confidentiality due to the sensitive nature of the work.

This position is responsible for and subject to the CIN Personnel Policies and Procedures Manual.

ESSENTIAL DUTIES & RESPONSIBILITIES

·         Responsible for performing complex work in accounting systems and related aspects of financial management including financial reporting, budget preparation and analysis, grant reporting, debt compliance/reconciliation, internal audit and cash management.

·         Perform daily/weekly/monthly duties such as: recording revenue and deferred revenue, recording due to’s and due from’s, calculate and record indirect costs and fringe benefits, record water/sewer billings, reclass journal entries, budget variances and bank reconciliations.

·         Process month end close including: grant draw-downs, record accruals and prepaids, fixed assets, AP/AR reconciliation, trial balance reconciliation and balance sheet reconciliation.

·         Works with internal auditor to ensure the timely and proper submission of audit workpapers, testing, and sampling.

·         Assists with budget tasks and completion of quarterly reports for federal and state requirements.

·         Ensures that the Nation’s financial statements and accounting are compliant with federal guidelines, uniform guidance, best practices, and governmental accounting standards.

COMPETENCIES

·         Strong understanding of financial statements, generally accepted accounting principles (GAAP) for governmental entities, GL reconciliations, fund accounting, grant accounting, and other principles related to governmental accounting practices.

·         Ability to work on multiple projects in a fast paced and rapidly changing environment while also maintaining the ability to achieve accurate and highly competent results.

·         Capable of being highly flexible as it relates to assignments, priorities, and have ability to be onsite during the workday.

·         Must possess the ability to analyze, understand, and communicate on issues related to accounting, journal entries, general ledger duties for various CIN entities and areas of oversight, financial ratios, financial statements, systems, and processes.

·         Minimal amount of supervision and must be able to independently develop data necessary for sound managerial decision. making and financial reporting.

·         Intermediate to advanced Excel skills.

·         Exceptional interpersonal communication and customer service skills.

·         Strong understanding of confidentiality and ability to protect confidential information.

·         Strong verbal and written communication skills.

·         Strong organizational skills and attention to detail.

·         Analytical problem solver.

REQUIREMENTS

·         Must possess a Bachelor’s degree in Accounting.

·         Masters in Accounting and/or MBA preferred.

·         Minimum 3-6 years of work experience in a financial or accounting environment. Prior real estate and/or real property management accounting is highly preferred.

·         Must possess an advanced knowledge of MS Excel and MS Office Applications including advanced formulas, pivot tables,
V-Lookups, and other advanced methods for extracting and importing information in financial systems.

PHYSICAL REQUIREMENTS

While performing the duties of this Job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; bend so as to open/use lower drawers or cabinetry; to talk, hear, and see. The employee is frequently required to sit. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 10 pounds.
