1. WEBINAR: 1PM ET ON JULY 28 – NAFOA WILL HOST WEBINAR WITH DEPARTMENT OF ENERGY ON LOAN GUARANTEE PROGRAM
NAFOA will host a webinar with the Department of Energy on Thursday, July 28, at 1:00pm Eastern Time to discuss updates to the Loan Guarantee Program.
Interest and relevance of domestic investment in energy increase each week notwithstanding uncertainties. There is no debate that energy development can boost Tribal economies. Moreover, the impact of the pandemic has emphasized the value of diversifying tribal economies.
FSA Advisors will discuss strategies to borrow in this interest rate environment and Federal credit policy and the Department of Energy’s Loan Programs Office (LPO) will outline how to apply for a direct loan based upon a new Solicitation. LPO has announced important changes to the Program to finance Tribe’s investments in energy. These include key changes to the debt capital program, aimed at increasing tribal energy development to unlock the energy potential of Indian Country. This includes the ability to offer loans through the Federal Financing Bank directly to tribes. NAFOA welcomes staff from the Department of Energy and LPO office to discuss these changes and how tribes can use them to their advantage.

2. POLICY: PROVIDE FEEDBACK ON COMMUNITY REINVESTMENT ACT MODERNIZATION
The Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation, and the Office of the Comptroller of the Currency recently released a Notice of Proposed Rulemaking (NPR) aimed to modernize the Community Reinvestment Act (CRA). These agencies seek comments about the current proposal to help them refine provisions to better serve low- and moderate-income communities. To provide feedback from Indian Country submit a written comment on or before August 5, 2022.
