1. WEBINAR:
NAFOA GWE LISTENING SESSION ON OCTOBER 24TH

On October 24th from 2:00 – 3:15 p.m. Eastern Time, NAFOA will host a listening session to discuss the Tribal General Welfare Exclusion (GWE) Act’s recent Notice of Proposed Rulemaking (NPRM). NAFOA actively encourages tribal leaders and stakeholders to participate and share feedback in preparation for the Treasury’s Tribal Consultations scheduled for next month.

The listening session will begin with introductions from members of the Treasury Tribal Advisory Committee (TTAC) and their advisors, who will give brief updates on the NPRM.   Following the updates, NAFOA will host a listening session to answer questions and receive comments from tribal leaders on the proposed rules and regulatory changes. You may submit advance questions or comments on the proposed GWE rules via the registration form.

3. FOR TRIBAL LEADERS:
SOCIAL SECURITY ADMINISTRATION VIRTUAL TRIBAL CONSULTATION

The Social Security Administration (SSA) is offering a virtual Tribal Consultation on November 14, 2024 at 1:00 PM to 3:00 PM Eastern Standard Time. This consultation will focus on the draft Tribal Action Plan for SSA including consultations, listening sessions, enhancing video connectivity, providing guides and training on SSA policy, recognition efforts for Native Languages and more.

4. MUST READ:
HARVARD RESEARCH ON NEWLY PROPOSED RULES FOR TRIBAL TAXATION FROM THE U.S. TREASURY AND IRS

This policy brief from the Harvard Kennedy School Project on Indigenous Governance and Development analyzes the likely effects of newly Proposed Rules by the U.S. Treasury and the Internal Revenue Service. These Rules would (1) expand the governmental authority of federally recognized American Indian nations to design programs for the general welfare of their citizens, and (2) clarify the federal tax status of tribal government-owned enterprises. The study finds that adoption of the Proposed Rules would greatly strengthen the capacities of tribal governments, to the benefit of tribes and the United States as a whole.

The Chief Financial Officer (CFO) is responsible for overseeing the financial health and operations of the Tribal enterprises. This includes managing budgeting, auditing, accounting, risk management, forecasting, and reporting activities. The CFO ensures adherence to professional standards and provides strategic financial guidance to improve business effectiveness. They maintain positive relationships with the Tribal CFO and the financial community.

NAFOA, founded as the Native American Finance Officers Association, names former Yurok Tribal Leader Susan Masten as its interim executive director effective today, June 1, 2023.
