OMB Rescinds Memorandum Freezing Federal Funds

OMB Memorandum M-25-14: “OMB Memorandum M-25-13 is rescinded. If you have any questions about implementing the President’s Executive Orders, please contact your agency General Counsel.”

This afternoon, the Office of Management and Budget issued Memorandum M-25-14, rescinding Memorandum M-25-13 from Monday, which directed a Temporary Pause of Agency Grants, Loan, and Other Financial Assistance Programs. The directive had broad implications for Tribal Nations, resulting in the unavailability of essential grants management systems and a lack of clarity regarding the impact of Tribal funding programs. 

We encourage Tribes to continue planning for disruptions to funding and systems.
